💸 Europe opened bidding for its own AI Infrastructure.

Europe opened bidding for its own AI Infrastructure. It has barely any of the Money.

On Wednesday, the European Commission invited tenders for up to seven AI gigafactories, meaning data centers designed specifically to train frontier AI models inside of Europe instead of renting that capacity from American cloud providers. The pitch is €30 billion. The part that is not getting as much attention is that nearly none of this money has even been created yet.

How the headline number is calculated

Brussels and national governments will offer approximately €10 billion in total, limited to a maximum of 35% of the cost of each project hoping this public cash brings in another €20 billion from private investors. That's all there is to the plan: government talons as bait, private capital doing heavy lifting.

Eighteen member states have opted into a joint procurement mechanism, and the European budget for it is not yet agreed in full; some of this will still be subject to negotiations ahead. Currently, the real ever-committed funding is closer to €1 billion. Everything after that is a wager on turnout.

What is Europe really trying to build

The tender is divided into two lots. One lot is for smaller projects, which can install 25,000–75,000 AI chips, qualifying them for up to €400 million of EU funding. The largest facilities must be more than 100,000 chips and can have prize pools of up to €800 million.

The larger sites have also been eyed by Germany, Italy, Greece, Portugal and Spain. That kind of scale would at least put an EU gigafactory in the same ballpark as the largest AI training setup operated by major US companies today, but still several orders of magnitude shorter than some of the biggest clusters being planned by firms such as xAI.

The dependency nobody's pretending away

This is the part Brussels doesn't conceal: constructing the buildings isn't properly an answer to make chips. The Commission also inked letters of intent with AMD, Nvidia and Qualcomm after the EU-US trade agreement in July, precisely to ensure that gigafactory consortia can actually place orders for hardware.

Europe is spending €30 billion to reduce its dependence on American compute while simultaneously making new agreements with American chipmakers to ensure that compute arrives. This is not a contradiction, officials say, but rather a beginning, many more suppliers are expected to join as competition heats up.

The International Energy Agency threw in a caveat of its own: chips alone aren't enough either: AI data centers are already putting significant pressure on electricity grids; and just as processor count isn't everything, so reliable power and cooling also matter.

Where you go from here, and how little time it takes

Applications close November 12. EuroHPC JU announces winners in early 2027. The projects selected are subsequently given about 18 months to get up and running. Henna Virkkunen, the Commission's tech sovereignty chief, called it "a milestone." One, you know, in the fact that they actually have a competitive bidding process now.

How many functioning gigafactories it delivers to post-2030 markets: seven, or a much smaller handful that will be stretched by underfunded budgets and hardware Europe still lacks to make for itself, depends entirely on how much of that €20 billion in private capital actually shows up once the applications are filed.
